I think because tall models tend to have better proportion for clothes, i.e. they make the clothes look better.
But not all models are tall, kate moss is short for a model

The clothes that all the [Runway and High Fashion] designers make is fitted and formed for tall women/men. Why have they made them like that for so many years? Its for the slim line effect in the fashion industry, and tall people are perceived as beautiful, when short people are considered as frumpy and ugly.

Consider what models are. They are simply mobile clothes hangers and a hanger set low would result in your clothes looking bunched up.
