If you have wireless at home then you will have a wireless router, You dont need your desktop computer switched on to use your laptop over your wireless network because the desktop does not act as a server all communications go to the router.
also make sure you have wep/wpa encryption enabled so your neighbours cant access you wireless network.

An interface card for your laptop should support a Wireless internet access. As long as the systems are all able to connect already, you should be able to get a signal card from your ISP to access the internet with your wireless service. Your ISP can give you more information.

No, it doesn't need to be connected permanently.
You are automatically connected to wireless router when you start up your laptop or PC. For internet , you may need to sign in your username and password if you use ADSL modem via phone line, or don't need to sign in if you use cable modem that is always on. It depends on your internet service provider.
Hardware you need : ADSL or cable modem , wireless router, PCMCIA card or USB adapter if your laptop doesn't have built in wireless support.

By permanent it you meant ... having a wired machine your own? No

But recommended to borrow a wired network computer for this, since configuring it (via a browser so no installation needed) may break the wireless setting resulting a chicken-and-egg prooblem where your wireless can't go network to reconfigure it.
