There's a great book by the Christian author Walter Wink called "Engaging the Powers" that deals with this very issue. He believes that evil in the world is caused by entities with too much power. He looks at the Roman Empire and the current United States "empire" for examples, and argues that "the myth of redemptive violence," although well intentioned, is the root of all evil in the world today.

First of all, it's called a Bible...if you want an answer pertaining to something coming from Biblical passage then what better source of information to get it from! But, to answer your query, the devil, Satan, is a real spirit creature. He is ruler over this system of worldly things and has great powers to manipulate and deceive people, governments and fellow angelic creatures in the spiritual realm. Given (he) cannot leave the confines of this world and since he was given all authority to rule over all nations, he has been known at one time to have access to the heavenly realm where he would try to seduce other angels to follow him and follow his scheme of things. It truly boils down to what you believe I expect. I personally don't believe in heaven and hell. But that's my opinion. There are positive and negative influences on my life though and some things simply can't be explained.

Don't know about satan for a certainty as to what or where it is,but suspect a lot of what it stands for has already peppered the entire earth, and is ready available to dilute and good that you may attempt. Some claim to know it's sister, and to have been married to same.

The answer is in the Bible.
All Christians have the power to command, through Christ, "get thee behind me, Satan."
the fallen angel.
Satan is real, but is of course always less powerful than the Father.
