I'm short as well, and big on top. I find that as long as I have a good bra, most tops look alright on me. Tops to stay away from: halter tops, skinny strap tank tops. Anything with an empire waist is good, top wise. Pretty supportive. Something structured, not too flimsy. V-necks will call attention to your chest - I would stick with boat necks to emphasize your shoulders or crew necks. Oh, and polos are cute and totally in for school!

My friend has almost the same figure (her boobs are bigger though) and she shops at places like Randy Girl, Stitches and Urban Behaviour. The trick is to find tops that are form-fitted and don't fall off of your chest, making your boobs and belly seem bigger. Strecthy shirts are good too and if they have some kind of "decoration" across the chest, they seem to work well. Hope I've helped!
