1) Scan them, edit them in Photoshop or something similar. Resize them correct the colors, etc. (There are tons of tutorials online for this)
2) Open an HTML editing program such as Dreamweaver or MS Front page, and then import them, save the file as HTML and there you go.
VERY brief answer, but basically thats how it works :) You could do it in less than two hours.

You need to upload them to a web server (I understand that photobucket and flickr allow you to host images on their sites). You then need to get the image url (http ://www.flickr.com/...) and include that in image tag () (replace url with the image url you just got).
