This is not very common, but is picking up speed and becoming a more popular choice for smaller jurisdictions, such as small towns and cities, to make some additional revenue to pay for the services you used.
Another funding method that some communities will get you with is the use of Advanced Life Support or Paramedic Services. If these services are considered above the typical level of service that a particular community offers, then you may be billed for those advanced procedures.

lol...im pretty sure it is. You can even call 911 on your cellphone when you dont have service. I learned that on Law and Order SVU , the 911 episode.
When my oldest sister was five and we were at my grandmas place while my mom was at work, she called 911 by accident. The police came by when she didn't say anything into the phone and just hung up. My grandma didnt know that my sister had called them until they came by and they were going to charge my grandma for having to waste their time by coming by, but she explained the situation and they gave her a warning. I personnally dont remember this but my grandma told us about it when we got older and is often in our conversations about stupid things we have done.

There is no charge for calling 911. Even pay phones will allow you to dial it without charge.
