Incorporated cities such as Virginia Beach, Norfolk and Chesapeake are their own counties, although they are referred to as cities. yes, it's weird. Which is why the entire area is referred to as Hampton Roads.

Chesapeake VA is in Norfolk county.

Chesapeake is a city, so it's not in a county. Norfolk is also a city, not a county.
