I'd first recommend reading as much as you can. Is there a particular style of novel that you like? A genre that you are interested in writing in? Read as many books as you can of that type, and get an idea of how the stories work.
Also, I love books about writing. I've found several that are incredibly helpful. My two favorites are Writing Down the Bones by Natalie Goldberg and Bird By Bird by Anne Lamott. Pick up a copy at your local bookstore or library, you won't regret it! When you're ready to start submitting your work to publishers, try Writer's Market (or their website at writersmarket.com). They have a huge database of listings of magazines, websites, and publishers for all kinds of writing.
Next, write every day. Even if you aren't working on a particular novel at the moment, try writing poems or short stories, or even just journalling. If you were an athlete, you would go out and practice every day, and not just play in the games, right? Writing is the same way. The more you practice, the better you get!
Also, it's helpful to have friends that write. If there are any local writers you can get in touch with, that will help tremendously.
Have you checked out NaNoWriMo? (www.nanowrimo.org) It is a challenge where the participants try to write 50,000 words in the month of November. Not only is it a great way to get a lot of your story down on paper, but there's a built-in support group made of all the other people trying! Most locations will have write-ins where everyone gets together and works or chats. It's an excellent way to meet people who can really help you and cheer you on!

What kind of help do you need? I suggest you go to your Local Library and look on tips and info on writing novels. Also you can pick up a copy of Writers Digest they have all kinds of tips for writers new and seasoned!

There's a book, updated annually, called Writer's Market. Besides info on possible publishers of your work, it gives tips on writing and getting published from experienced authors and publishers. Ask your local librarian if they have a recent copy.
