The first answer is correct, and I'll tell you in detail why.
You will use an algebraic equation to solve. We know that it is $1.70 per pound, and we are trying to find out how much was purchased with $.68. So, you write your formula like this...

$1.70 / 1 lb = $0.68 / x lb (write these fractions top down, that is something OVER something)

You are trying to find x, the pounds you bought. And perhaps you are wondering how can those be equal? They are equal because they are equal ratios!

Anyway, once you have your equation, cross multiply. So you now have:

1.70x = 0.68 (leaving the units out so it's easier to see here)
x = 0.68 / 1.70
x = ?? (You should be able to find the answer now.)

And don't forget your units after you're done. :)

It goes like this:
let x be the weight of tomatoes you purchased.
$1.70 : 1lbs
$0.68 : x lbs

So to get x, cross multiply the ratios:

1.70 * x = 1 * 0.68
1.70 * x = 0.68
=> make x the subject of the equation

=> x = 0.68 / 1.70
x = 0.4lbs

0.68/1.70 = 0.4
So you bought 0.4 pounds of tomatoes.
