For starters, your classmates can be your friends, since you make have some classes together. You can join some study groups for class, even tutoring. Also you can sign up for extracurricular activities like sports and academics and clubs. As for websites, Yahoo 360 is the only one I can think of. Have confidence and have fun. Friends are hard to come by.

Be out-going, friendly, & kind to all people. Always have a nice thing to say to somebody when you greet them, like "I like that dress you are wearing", or "your hair is shiny today" but be sincere not phoney. Don't engage in harmful or cruel gossip about others no matter how tempting it might be to be a part of the group. Smile openly whenever someone makes eye contact with you. When someone passes by & makes eye contact give them a happy greeting like "Good Morning" whether you know them or not.
Be a joiner. Join clubs & teams at school or at church.
Be an achiever. Kids with high marks stand out in school & get noticed more often. But don't be discouraged if you have difficulty getting high marks, all of the other stuff I said before this is still doable.
Here is an inspirational story. One of my friends in high school had polio as a child & often needed a wheelchair to get around the school. Other times he could stand up, with the aid of crutches. He could drive a car but it had to be fitted with special hand controls so he could operate it. He had his drivers licence before I did. He wasn't the most attractive guy in school, but he was the most popular, & he ran for Student Body President, & won by a landslide. He was very popular, & today he is a well known TV personality in our city. How did he do it? See above!
