Evening, leaving enough time to get a good night's sleep before the exam. If, however, the exam is scheduled for the afternoon, I would normally count on getting up at my usual time and studying after breakfast for as long as I had.
My own policy when I was in college (in the early 1970s) was to try to keep aware of the basic materials from the start -- definitions, major principles, critical facts, etc. -- so that it is just a review and not "cramming" I need before an exam. Worked pretty well; I graduated with honors.

I say evening because i think id rather spend my morning sleeping in and my afternoon to go out and do something. If its during my school year though, morning and afternoon, im booked for school and afterschool activities. Also, i think its easier to remember the things from the night before, not the morning before. Too long of a time period to remember stuff.

night, and then just look over everything right b4 the test, because at night Im under pressure cause I want to hurry up and sleep, but I also want to study for the test. and plus, I just seem to understand everything and think properly at night for some unknown reason, even if I have to wright a ppr or something I always do better if I start it at 10 pm and end it at 12 than if I start it at like 3pm and (because Im not under pressure) end it at like 7 or 8. I do better at night even in lesser time.

Depends on the subject. For example...
Usually I will do problem sets (for math) in the evening because I focus best then.
If I have to review a lot of written material (like in history) I do it while it is light outside because I prefer natural light.
If it is rote learning, then I like to do flashcards as the last things before I got to bed and the first thing when I wake up.

Evening. I somehow are able to concetrate more in the evening. I normally wake up early then take a nap after schoo or work and then wake up w/ new energy. I get to study until about midnight.
