The horn is under the hood. The button is under the airbag.

Air bag is mounted on a horn contacts the contact wire passes thru the spiral cable to the horn relay under the hood and causes power to run to the output device HONK! Horn is grounded where it mounts for the most part start there cars these days come with cheaply made plastic horns that either never fail or fail frequently. Hook a light bulb to the horn wire and ground the other end and push the air bag to see if the light light up. PS cars that have deployed air bags might not have good spiral cables so the horn wires can be broken there too.

open the hood find the horn take the wire off hook up a testlight or volt meter have someone press the horn if the light lites up or the meter reads 12 volts the horn is bad dont mess with the air bag it could activate and cause bodily damage or death good luck

Unless you consult a service manual, or ask someone is familiar with your car, I wouldn't mess with the air bag. One false spark, and that thing can blow up in your face, causing things like a concussion and/or a broken arm.
It's amazing, and somewhat insane, that the law essentially requires an explosive device to be mounted right in front of the driver and front passenger.

Don't screw with the airbag unless you know what you're doing. You have to disconnect the battery before you do anything like trying to remove the SRS to get to the horn switch.
