First of all - this is at least FOUR years old. Not funny any more.
Second, it has nothing to do with George Bush being a failure (he's not, he's actually the President of one of the most powerful countries in the world... are you?)
Third, the reason for this is because of so many blog sites and other web pages that mention Bush and failure together, because of this linkage between the terms, a Google search for one nets the other.

This is old news. There also used to be the ability to search for antichrist and get bush too, now that page is second. This is not because these sites are true, these are because the sites use SEO tactics to get ranked first.
