Sperm is produced before you ejaculate - it is a constant process. Everyday a man’s testes are busy producing millions of sperm. An average ejaculate contains 40-150 million sperm. It takes about 2-3 months (about 74 days) for sperm to mature. However, there is constantly sperm in production waiting to mature and learning how to swim, getting ready for the next ejaculation.

It uses up sperm that has been stored and causes your body to produce more. Additionally, sperm that gets stored too long get's weak, while newer sperm is healthy and strong.
As for where sperm is made, its made in the testes (your balls), the semen that carries it is made in a number of glands high up in the body. That's why your testes draw up against your body or partially inside, just as you are about to orgasm, cause its moving in.

A sperm is already made by testes and stored in the scrotum.It is released when it is ejaculated.
