Celebi is not a character, he is only available as a trophy.

He isn't a playable person. He is a trophy or if you want to see him in battle, grab a pokeball and release it. There will be a 1 in 251 chance of you getting celbi and this only happens after you've unlocked all of the people, stages, and event modes, (and you have to beat the event modes also.)
