Well try pet shops first, the most common one kept as a pet is a red eared slider, and theyre fairly easy to take care of so you might want to get one of those. But check the laws for your state regarding them, I know in my state (Pennsylvania) you cant buy one under 4 inches unless its for educational purposes. I think that applies to most states though.
And they also might be harder to find and more expensive now, because Hurricane Katrina destroyed most turtle farms, and it takes a while for them to get started again.
Also, make sure you know what a healthy turtle looks like. Make sure they have clear eyes, no discolored spots on the shell and are lively swimmers.
Another thing, I cannot stress how important it is to do your research before buying a new pet, especially a turtle, so many are killed or get shell rot or some other disease from people who want one as a pet, but dont know what theyre doing. And make sure you have a habitat big enough for them to live in.

It depends upon what type of turtle you want and the laws regarding the ownership of that type of turtle. BTW: be warned that turtles live to be very old. Some get quite large. If you don't have room for the type of turtle you want and/or are not willing to commit to a lifetime of care for said turtle, get another hamster.

Turtle's great, I love turtles.
Don't buy baby turtles because they can die easily (depends on the dealer).
Be sure to have clean water filter, tank, light...

try a pet shop, they should be able to order anything you want
do you have reptile shows there in Maryland? we have them here
in alabama every other month, dealers and breeders come to sell
all kinds or snakes and turtles and lizards, etc, that would be a good place to get one

you may have trouble buying a turtle. here in ohio there is no where to buy one. Something about a disease they carry.
