Sounds like you have a virus. Do you have a virus scan on your computer and is it up to date. If, so. Do a full scan. If it picks up something. Hopefully it'll get rid of it. Also, You may want to try and go into safe mode (Press F8 before windows screen comes up) and run the full scan on with that. Another item you may want to try is download Microsoft Defender (Antispware). It is a good Antispy monitoring tool and will get rid of most malware. Other than that. If it is a virus and you do clean it up, your PC still may not be the same afterwards. So, backup everything and reinstall Windows. Good luck!

From your question it looks to me that you have a corrupt file system the best way to solve this is

use xp disk as you would to do a normal install at the instalation screen pick repair windows leave file system as it is this will re install windows but leave your files as they are on the computer
all that will not be available are any udates that you installed due to your windows being back to its original install DONOT pick the change file system or your drive will be auto formatted that is a clean install that destoys all on the hard drive you will still need your serial number to re install then run your anti virus programme
