You should be able to get a dress pattern. But it should be several layers of v stiff netting pleated and stitched to a leotard shape undergarment. The top layers are longest, reducing in length as you go lower. The more layers you make, the better the tutu.
Or just buy one ready made from a dance or toy shop (depdnding what size you need).

mite not b of any help but my mum used 2 make 1950's skirts (with the big netting underneath) i'll ask her n let u know......only u'll have 2 reduce it
