All humans do. This culture demands that women shave their armpits as a fashion thing, not as a biological one. There is no real reason that men would get hair and women wouldn't!

Hair in spots that rub together need an anti abrasive to avoid creating blisters and the armpit is one of them as well as the crotch

My guess would be because of the sweat glands we have under there, like Men do. It can go along with Why do women have hair on their legs? We were made to have hair.

because hair covers a very large portion of our body and our arm pits didn't want to be left out so it decided to join that portion...
