I bet your seeing the Trash Cans that are provided by the City, Well Blue are the recycle cans.

Years ago I rode Amtrak on a trip and when it went through a large city I could see into backyards and I was amazed at how much junk people had in their backyards.

Were you in Florida?? They are the tarps used over roof leaks after the hurricanes. 50 or 60 percent of the houses in Florida had at least one on their roof last year.
