I only need to make on navagation bar, so if anyone is willing to make one for me, I can give you all the images and show you exactly what it's supposed to do. It's very simple. I just want a rectangle to change color over the link and then have a couple of squares float over to the link.

You don't necessarily need to buy flash, there are programs out there that simplify the creation process, and there are programs that come with flash animations and templates enclosed. All you have to do is fill in the blanks. www.swishzone.com/
if you don't want to deal with the complexity of the program you can download the trial version of Adobe dreamweaver, and use one of their free plug-ins that helps create basic flash navigation bars.

Yeah, you'll need Flash or some money to pay someone to do it :-) If it's such a simple job, it shouldn't be too much - probably less than the cost of Flash so that's your best bet.
