Why is it that when a country wants to fight, everyone joins the fight, but when someone wants to create peace, no one shows up?

Last night I was thinking about this question. When a country gets into war, their allies come and join in the war, but when someone tries to create peace, usually no one joins in?

I hope you understand my question, try your best and I am sorry if the questions is no very specific :)

You must understand that peace is generally the end-result of war. You can't have peace while evil is left unabated; it will come back to haunt you. When good triumphs over evil in wartime, a period of peace will ensue until a new source of evil appears.
