I think you are confusing yourself (and some answerers) by putting in % when you don't mean to. Percent means "per one hundred". I'm going to remove your extraneous % signs so it is clearer:

"If 10 out of 100 equals 10%, what is 10 out of 50 (as a percent)?"

10 out of 100 = 10/100 = 0.10 = 10%
10 out of 50 = 10/50 = 20/100 = 0.20 = 20%

The answer is 10 out of 50 is 20%

The way you have asked the question is that 10% OUT OF 50%.

10% of 50% = 5% (But this IS NOT the question!)

10% = 20% of 50%.
Or another way to say it is that 10% OUT OF 50% is 20%.

20% is the answer.

Careful with the wording people!

I say 5, but I think you are deliberately trying to be confusing.

10 out 100% = 10% => 100 items in set.
50% of 100 = 50
10% of 50 = 5

out of = divide
of = multiply

10% of 50 = 5
10 out of 50 = 20%

10% out of 50% makes no sense, but the most reasonable answer is 20%.

1 percent means: "1 piece out of every 100 pieces",
and can be written as 1/100 or 0.01.

10% means "10 out of every 100",
and can be written as 10/100, 1/10, or 0.1.

50% = 0.50
(50 divided by 100 is 0.50).

To take 10% out of something that's already 50%, means:
divide 0.50 into 100 pieces, and take 10 of them.

This would make the answer 0.05. This is 5 out of every hundred. And so the answer would be 5%

answer = 0.50/100 * 10
= 0.05
= 5 %

Divide your percents by 100 so that you will have them expressed as decimals:
10% ÷ 100 = 0.10
50% ÷ 100 = 0.50

Now multiply the two decimals together:
0.10 × 0.50 = 0.05

Now multiply the decimal by 100 to get a percent again:
0.05 × 100 = 5%
