It a good question to determine your sexual compatibility.
To me, a look can be just as sexual as having a good bang in public. A kiss, a touch ... all are very intimate.
Lots and lots of people are not very sensuous, and the only thing that really moves them is penetration (see some of your answers). One of the greatest movies of all, Casablanca, has its theme song "As Time Goes By" which goes ... "you must remember this ... a kiss is still a kiss ... a smile is just a smile " ... and of course the song is ironic. A kiss with that special one is NOT still (just) a kiss. A smile from your baby is not just a smile. That's what the whole movie is about.
Its good to date someone - well date isn't the right word, its ok to date all kinds of people. But its good to settle down to some serious banging with a person who you are sexually compatible with, whether they are the more dull "only sex is sex" people, or the more sensuous where everything is sexual and intimate.
There isn't a right answer here, but there sure are wrong pairings. Good luck.

no, getting naked with a women isn't having sex. kissing and touching isn't sex either, it may be part of sex but it isn't sex. but a tongue in her vagina, that's sex (oral sex).
