Two possible reasons that I have seen myself.
1- check your shortcut for the game. Rightclick on the shortcut and look at properties. Target should point at the game and not have the following letters right at the end. (putting it there helps to troubleshoot firewall and TSR problems - also allows someone with a powerful machine to do their work and also play the sims in a separate window)

If the -w is there, remove it, then APPLY the change and hit OK.
2- the second possible problem has to do with resolution in the game. When running the game, go to the left hand control at the bottom and choose the three dots. There you can adjust the resolution of your screen. GOOD video cards will give higher resolutions that you can choose. Less expensive cards may have this grayed out. If you choose the larger resolution, the game will approach full screen depending on your desktop resolution being compatible with the resolution you choose on the game options. You may have to try different settings.
If you try to squeeze out a lot of resolution on your game, and if your computer doesn't have a FAST CPU, lots of RAM and a great video card, your game may come to a crawl until you revert back.

I cant see the dots it s like 1 part of of it which is the top left corner everything else is black
