Not sure which article you are referring to.
Wilson outed his wife and lied about his report tothe CIA, he did not write a report and was debriefed.
The whole thing was a "get bush" plot. Most likely Wilson was looking to get rich on the book.

It was a concerted effort. Of course there is more than on person.
Regardless, it will not take away from the war crimes that this administration should be chared with.
