Quite on the contrary, value elicitation is a polar opposite of a degenerate. Value Eliciation is an activity of a care provider to deterimine a course of action that is tailored to the values of that patient.

A degenerate is not capable of eliciting the values of a patient, because they don't care about another person's values except how to affront them.

I'm guessing it's a business term. I found a website that has something to do with it but I didn't see a formal description of it. I hope it helps you out in some way tho.
