The City of Manchester is a major city and metropolitan borough in the North of England
The United Kingdom was divided into regions by John Major's government in 1994 following the Maastricht Treaty. Wales, Scotland and Northern Ireland had each constituted a region with England requiring further division. The English regions, which initially numbered ten, replaced the existing regional structure. Merseyside originally constituted a region in itself. In 1998 it was merged into the North West England region; creating the nine present-day regions. [1]

If you go by regional accents, although there are definite differences between North-west, North-east and the Yorkshire Ridings, there is also a definite similarity, especially between accents in Yorkshire, Lincolnshire, Nottinghamshire & Derbyshire, the last three being the East Midlands.
It is only when you get to the West Midlands that the accents begin to significantly moderate and begin to morph into the Southern regional accents.
On this basis anywhere north of the West Midlands could be regarded as North of England, irrespective of 'Official' designations.

I grew up in Leeds and that is classed as North, Since Manchester is near enough in a straight line west from Leeds that also must be North. Hubby just told me Manchester is south of Leeds so I looked at a map of the Northwest of England and he was right but this map has on it Liverpool.
Come on if they are classing Liverpool as North, Manchester must be.
I thought everything about Watford Gap service station was classed as Up North to the southerners.
