Start by getting a good exfoliating brush and start using it in the shower, this can really help get rid in grown hairs.
Ingrown hairs happen when your hair gets trapped under skin that isn't shedding at its normal rate.So start exfoliating in the shower and you wont have that problem as much.
You could also get a good scrub with little grains in it, like apricot. Anything that has those little grains helps remove the skin.
It will also help your skin feel nice and smooth!
You could also try dry brushing.

according to my beauty therapist: After shaving the skin sometimes forms again before the hair has a chance to grow back in, hence the skin stops the hair growing out and they turn and grow under the skin,these are ingrowing hairs. To prevent this exfoliate the area often using exfoliating gloves or a loofah to remove dead skin etc and keep pores cleaner hence letting the hair grow through better. Moisturise heaps as well. Ingrown hair is common after waxing especially because the hair is taken out from the root, by the time re-growth starts the skin has formed giving the same problem. I started exfoliating more and moisturising and no more ingrown hairs since. Hope this helps! Good Luck! p.s. If you pick at them and they get sore use an antiseptic cream to stop skin infection.

you can do what flygrrl says, but you ought to be doing that every time you take a bath anyway,...
There is no preventative you can do, and I doubt your boyfriend is gonna shell out the bucks to give your legs a Laser Hair Removal job,...
The only way to rid them is to dig them out,... Use a pair of tweezers, just grab the part of the hair closest to the surface, you don't want to Pluck the whole hair out - it will only get worse. You only want to Free the hair folicle so that you will be able to shave it the next time you do shave.
You might like to have a friend to do this with, partially because you're gonna need someone to pluck or dig out the ones you can't see - like the ones behind your knees, on your thighs, in the crease of your butt cheeks,... and anywhere else that you shave, and can not really see well.
Why not? you will have to do the same for your friend too, its part of the deal to help each other.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

Scrub your legs or any area with a sponge or towel really good, until it gets all red, that way you'll remove the death skin you have there and your ingrown hairs will be able to come out, once you are able to shave them, they'll grow a little thicker and you won't have a problem with ingrown hair anymore...

Exfoliate in that area - the area is getting clogged which causes ingrown hairs. If you exfoliate that area regularly then it prevents the clogging. Also, when you shave try not to moisturize right after - it does create bigger pores (which can cause even ingrown hairs)
