Considering that Presidential Directives had a PDD prefix under Clinton, and an NSPD prefix under Bush, (not a W), I'd say it's a pretty safe bet that you've fallen hook, line and sinker for a line of BS.

John Patrick O'Neill (February 6, 1952–September 11, 2001) was a top American anti-terrorism expert who worked as a special agent for the Federal Bureau of Investigation until late 2001. In 1995, O'Neill began to intensely study the roots of the 1993 World Trade Center bombing after he assisted in the capture of Ramzi Yousef, who was the leader of that plot. He subsequently learned of al Qaeda and Osama bin Laden, and investigated the 1996 Khobar Towers bombing in Saudi Arabia and the 2000 USS Cole bombing in Yemen. Partly due to personal friction he had within the FBI and federal government, O'Neill left to become the head of security at the World Trade Center, where he died at age 49 in the September 11, 2001 attacks.

The State Department apparently did not approve of the "heavy handed" methods conducted by the FBI in Yemen.
It appears that Bush was trying to extend the greatest courtesy to Osama Bin Laden, just weeks before the attack on 9-11.
It was U.S. Ambassador to Yemen Barbara Bodine who turned down the request by FBI investigator John O'Neil that he return to Yemen. Bodine was later appointed an administrator in post war Iraq.
Taking Mr. O'Neill off the investigation was surely one of the biggest mistakes in the war on terror.

Somebody in our government directed somebody not to send up our air force fighter jets until after the Pentagon was hit an hour and twenty minutes after something went seriously wrong . It is law that when a commercial plane goes off course the Air Force sends up its fighter jets to intercept. It does not need presidential approval. Russia does that also and offered to help us the next time we were attacked . Don't people find this strange and why has there been no talk of it?

If they couldn't do much for Clinton, plus they needed Jillian Anderson and David Duchovny to at least attempt to get into the good graces of the American public, do you really think they possess anything like proper procedure?
