Are all the online "Win Something Free" Ads scams?

I see them everywhere but never bothered to click on one, are they ALL scams?

There not necessarily "scams," but I believe all of them require participation is this or that, or you have to fill out this, or buy that first. You just gotta read the fine print in the ads.
