but i don't want to get him shaved or cut in any way i brush him out everyday

You're going to need to have the mats cut out or buy a mat cutter...they will cut them out but leave more of the hair. Mats will only get worse if ignored and can become quite painful. Do not take a scissors to the mats...you will likely cut the rabbit. If you're brushing him and he still has mats, you need to buy a better brush that will get down into the undercoat in order to prevent the mats. Regular brushes only get the surface.

Mats can be snipped off, but if you use scissors, take a thin comb, probably steel, and work that between the mat and the skin to protect him. After you trim the mat, that area will need frequent brushing, because the different hair lengths will make it likely to tangle again.
If the mats are small, and you and your rabbit are patient, you might be able to get them out without scissors, but you're more likely to pull on his hair and irritate him.
He's probably shedding because it's fall and he's dropping his summer coat, but if this is a chronic problem for him, try giving him a tablespoon of flax seed in his food every day. You can get it at a health food store, feed stores, and some supermarkets. This is probably just rabbit-breeder superstition, but it's supposed to help him keep his hair in.

I really don't see another solution than to shave/cut him... If you brush him everyday, then something must be getting in his fur to mat it up. If you do not get rid of the mats (you can try a fine, steel comb too, I used to use those on my rabbits) they will tug at his skin and cause him pain.

Well you might not be doing it properly. Mats on any animals are very very painful. It could be pulling his skin and you don't know it. I suggest you take him to the vet to get shaved since a regular groomer prolly won't know what to do. Besides its only hair and will grow back,

Not much else you can do other than brush him out daily. Maybe a childrens mild detangling shampoo may help with the mats.

My brother & his wife have 2 longhair cats that get shaved down very close to their skin... And, boy, do they look funny...! Sometimes, you have to cut the mats out...

Wuv that wascawwy wabbit...
