Which place is better for an international student to study in, as well as work part time?

I live in Canada. I just want a few more opinions so I can advise somebody else

The unemployment rate in Australia is slightly lower than Canada (4.7 vs 6.4%) so work should be easier to obtain in Australia.

Ireland is the cheapest English speaking country; the document has some other information that may be useful.

Weather and leisure preferences: do they like being in a hot or cold place, prefer snowboarding or surfing, etc etc. Other than that, similar people and cultures (apart from the French areas of Canada, of course).

Australia's a little cheaper and quite a bit warmer. I'd suggest Australia if money's an issue. Otherwise go to Canada if you like cold weather or Australia if you like hot.
