John Walsh is an ordinary citizen. He cannot "pass laws". That is done by state legislatures, and the U.S. Congress. However, he and his wife worked hard to persuade lawmakers to pass the Missing Children Act of 1982. For more information on their accomplishments, see this site.

There is adam missing children act not sure of any others. Also know of Adam Walsh Child Protection and Safety Act.

"Adam's Law" for his son and I think "Sarah's Law" was another. I forget who that was for, but I know someone said that passed.
