they probably asked him if he liked you more than a friend...so his response was he doesn't know. Either he doesn't know, or he likes you and is embarassed to say.

I = means he is referring to himself.
Don't = meaning is a negative, such as not having knowledge or is without.
Know = means having knowledge of.
What he says is that although he may be your bestguyfriend, you are not "HIS". What's worse, is he does not have knowledge as to if he even likes you or not.
Its now time for you to realize this and either confront him if you expect more in your relationship, or move on knowing that you are in a one-way relationship. Either way, you need to confront the situation and save the drama for your momma. You may have to be a big person and let go if he doesn't care for you as you do for him.

It means that he doesn't know. He's not sure, and needs to think about it for a while. He probably likes you on more than a "more than a friend" level, but he just needs some time.

He's still in the investigation stageg of the relationship, and is cautious about leading you on until he knows you better. That's a good thing. He's not letting infatuation rule him.
