i want to work on some web projets with a friend that lives in the town over from me and I want him to have access to files on my computer

Get Hamachi. Its a Virtual LAN over WAN program. You then could share files using Windows File sharing as if you were connected to the same LAN.

u gotta have this client installed on the remote machine and instal the software and register using a common name that can be shared by both the computers
on ur machine go to the url and log in to the account
here u will see the remote computer click on it and voila ur connected
its a nice software secure and very simple to install
i have it and use it all the time
this is better than the remote desktop function in windows Xp due to the fact that whn u remote desktop into the machine the other user cant see wht ur doing
but with the logmein software the other and u can interact

Yes. There are lot many ways. Get static IP address for one machine and you can connect to that machine from other one via remote desk top publishing, netmeeting etc.
Or else, you can upload your files in any of the free space servers and you can download to another machine.
Or you can use any chat tools to transfer files or sharing applications

If you are both using windows xp pro and windows 2000 you can create VPN tunnel between them, it's safe because it's encrypted you must setup VPN server on both computers and VPN 'dial-in' on both on them(windows has built in VPN) it's a bit complicated but when you will do it file sharing will be easy and secure,look on google how to setup client and server VPN, you can also setup FTP server on both machines and use FTP but it's much less secure,you can also try to search for some online service which allows file upload and sharing.
