I don't understand how to correct these sentences when it deals with predication form.
1.A book that has an exciting introduction and a surprising ending would be the best story for me to read.
2.The driving exam is when one is tested on the rules of the road.
3.The Homeowners’ Association rules were created to ensure that the neighborhood looked nice.

I am not sure what you mean by changing the tense form.
You can just change "tested" from a verb to a noun "test."

The driving exam is a test on the rules of the road.

or,
if you have to keep it in verb form
The driving exam tests one on the rules of the road.

I am not sure if this answers your question, but if you are trying to use predication to make a sentence with a subject and predicate, then they are both correct because they both have an object predicate.

......I would just like to add that Frustrated and Joshua are both incorrect.
Frustrated, a test-tests someone "on" something, not "for" something.
Joshua, someone is one word.
