I like to place rules in certain categories like Respect, Honesty, Responsibility. Even with very small kids, you can make big posters with headers like these, then ask students if they know what they mean, and ask them if they can find class rules for each. They will feel involved in the rule-making process, and will understand these rules better.

It depends on what age, but what seems to be most successful is to let the students help you write it. They love being "little helpers" and are more apt to follow their own rules. It's a great way to kinda get to know them at the beginning of the school year.

treat me and each other with respect
treat your belongings, my belongings, and the belongings of the school with respect
no hitting, slapping, kicking, pinching, spitting, or cursing
be responsible for your own actions
do your homework
be quiet in the hall and at assemblies
no cheating
you can also throw in some funny ones between the serious ones - like - my kids arent allowed to use the word coolio, nor are they allowed to perform victory dances, and anyone who mistakenly calls me mom must do extra homework

Honesty and participation. Reward with bonus points if they come up and ask for help with stuff they don't understand.

Also, its pretty affective to reward with "free" days. Once a month, if everyone has been good, have a fun day where you make snacks (like crockpot nachos) and do art and watch movies all day.

be

respectrul, responsible, and ready to learn. Every time a child disobeyes, it falls under one of these categories. If they don't add to this list. kids feel better if theres not a lot o rules.

Also, the rules can deend on the grade.

The best rule I have is "Just Don't Cause a Problem for ANYONE". That rule applies to so much. I quote it all the time.
