It's funny, I just recently had this "what does it all mean" conversation with my girlfriend from my senior year in high school. It took me a very (VERY) long time to get her to have sex with me, and even then, she acted like it was some kind of imposition, and yet at the time, I just took it, because I didn't know any better. So when we has this conversation, I asked her about it, and she treated it like it was no big deal, because she was seeing it only from her context. So I explained it from an alternate point-of-view.
(Keep in mind that she's now 31 and I'm 34.) I asked to imagine that, now that her body has entered its sexual prime, that she was dating someone new, that was willing to "fool around" with her, but resisted all attempts to have sex with her. She admitted that would be extremely frustrating, but she said that it wasn't the same thing, because she's an adult now.
But, to a teenage boy, that doesn't matter. Teenage boys are EXTREMELY HORNY ALL THE TIME. It will be at least ten years (or more) before you'll have any kind of concept of this. He masturbates because his body demands it of him. If this is such a problem to you now, stop dating. Any other teenage boys you date will be doing the exact same thing. Or else they'll be have sex with other girls too. Just let it be.

Are you not satisfying him enough to stop his masturbation ? It is normal for men to masturbate even when he has a partner. But if excessive doing it to himself, then something must be wrong with your relationship with him. Openly discuss with him about this. You don't need to use belt -- he is not an animal.
