are you trying to print photos taken from a website?
usually web photos are too small, about 72dpi resolution. printing requires 300dpi. what looks like 3 inches on teh web is merely less than 1 inch when you print it out.
you need to get the original photo from the person who owns the photo if you want to get it printed out. failing that, you can try and raise the resolution of the web photo in photoshop (by resizing it), but that usually results in a very grainy image.

take them into any adobe photo program, That'll take care of all your needs AUTOMATICALLY WHEN PRINTING. You Can Change The Resolution If Need Be But I Seriously Doubt This Is The Problem.
If Your Talking About Doc's Aswell Then I't Purely Your Printer Settings in a given program
OR
God Forbid, You Are Using an Old Dot Matrix Printer In Which Case, Make A Nice Planter Out Of It Or Something !!!

You need a high resolution image to begin with (depending on the size of prints you're making). I shoot at 8 megapixels, and print 8"x10" at 315 dpi. I won't print anything less than 200dpi. Photoshop can help, to a degree, but you've got to have a decent image to start with.

If you have photoshop (or adobe photo elements) that is an easy fix. Just go to IMAGE and change the resoltion as needed.
