If you don't know what a neanderthal is - it's pretty much a caveman or something. If I turn him in he'll become a science experiment and my cousin will get mad.

Report him to whom? Is it against the law to be hairy and to keep quiet?
He's your cousin's boyfriend, not yours so mind your own business. Maybe he talks to her and maybe he's smart enough to know enough to keep quiet if he doesn't have anything worth while saying. Maybe he believes that if he can't say anything nice, he won't say anything at all. Maybe he can't get a word in edgewise. And as for being hairy, maybe she likes him like that and maybe you think he's a neanderthal but maybe he doesn't think any better of you.
Just let your cousin and her boyfriend be happy and stop being jealous and find your own neanderthal.

If you are actually serious, talk to your cousin. He may just be a very shy, very large man. Besides, lots of men have excess body hair. You may not find it appealing, but he's not your boyfriend either.

maybe your relationship with your cousin's boyfriend is different from your cousin's with her own boyfriend
