Really depends on the machine you use. Pretty much all off the machines in use for the past 25 or so years do both static and dynamic balance at the same time, using computer programing to place the weights, and indicate how much weight to achieve balance of both conditions at the same time.
The down side of this is that as the tires wear, they are a bit more prone to need re-balancing.

With a high speed balancer. They cost about 3000 dollars.
You have to use a bubble balancer at home or take it to a shop

Take it to a tire store that has one of the computerized balancers. They even tell you if the tire is good.
