It depends. Are you creepy or hot? Does she seem busy and stressed out? Probably not a good time to say anything. Is she alone or with others? Is it a very public place? If I were in a public place where there were lots of other people around and I was not with my friends or family and I was in a good mood and you weren't sketchy in any way, I would be flattered. In any other situation, I would be creeped out.

I think that it is very flattering when a perfect tells me I'm beautiful. The only time I don't like it is when the compliment is followed by some stupid, lame @$$ pick up. There is nothing wrong with telling someone that they are attractive, beautiful, gorgeous, etc...I know that if I see a stunning woman I will always stop her and tell her that I think she looks stunning, I don't think that there's anything wrong with appreciating someone's beauty. It really sucks that everyone thinks that if they receive a compliment, same sex or opposite it automatically means that the other person wants to get into your pants. I do have to admit that I have received some odd looks from people that I've complimented, that doesn't stop me though.

well, if some stupid guy said "hey, you're hot!" I would roll my eyes and walk away. But if a guy came up and said "excuse me, I just wanted to say that I think you're really beautiful", I would be very flattered.

It all depends. If you said that to me, then left after I said thanks, I would be very flattered. But, if you said it, then kept on and on about it or followed me everywhere, then I would be freaked out and probably report you to someone, such as security. IF you do this, just be careful, only say it once, then drop it and walk off.

I have been told that and I don't feel creeped out. I guess there are exceptions to some men. Some just look freaky.

It kinda depends on how creepy you are. If it's casual, I'd be taken aback but probably okay with it...if you followed me from store to store or stared at me...I'd be creeped out.
