This started as a religious practice - First the Hebrew/Jewish natioanalities. In the US it was adopted practice to circumcise for health reasons.
It was beelived that men who were circumcised had a lower incidence of infection and/or penil cancer. With modern hygene practices in developed countries it is not as much of an issue.
It is still a religious practice and observed by orthodox Jews and Christians. The health community has gone away form this practice, but is still offered at almost all hospitals.

I'm circumcised. I was circumcised when I was 3 for therapeutic reasons. Muslims are circumcised as well. By the way I'm an orthodox(I think...)

It is compulsory in Islam for the muslims to be circumcised.

Middle easteners such as jews and arabs were pretty much the first to practice it. I'd say middle eastern folks.
