For problem 1, what does your book give for the velocity of electricity?

Problem 2: indeed, the common denominator is 30. You can subtract the wholes (5 - 3) but be careful: 7/10 < 14/15, so leave one. You get

4 - 3 = 1
1 7/10 - 14/15 = 51/30 - 28/30 = 23/30

The answer is 1 23/30. You were almost correct.

in km/sec
electricity travels at about 300000 km/sec
so in 16 minutes it goes 16*60*300000 km

2) no wrong 5 - 3 = 2.
7/10 - 14/15 = 21/30 - 28/30 = - 7/30
thus total 2 - 7/30 = 1 23/30

Current electricity travels at almost the speed of light. Nervous system impulses are around 200 mph.

The 'usual' speed (in miles per second) for light/electricity is 186,000 miles/sec. So
186,000 miles/sec * 60 sec/min * 16 min = 178,560,000 miles

Dutch Prof has #2 nailed.
