Give them a technical critique on why they look either good or bad in it.
Or, either:
A) come on to them if they look really good
B) Run screaming away.

I would be honest. I would depend on honesty if I had any sort of relation which you have listed. I think no relationship of any sort isn't real until you MAKE IT real. How can you be real and true together when you let the other one deal (inconciously, of course) with lies? What kind of friendship/companionship would that be? And besides, it all depends with how you say it. Sure, if you say, "Gosh, you look SO FAT in that!" you can bet it's not going to turn out good. But if you gently say, "Hey, I honestly think that's not exactly the right style for you; why don't you try out....?" See? Much nicer. It's all about tact!

Tell the truth in a nice way & then tell the friend not to ask questions like that.

tell the truth but offer a solution. For instance, if the white shirt he or she is wearing is making him/her look fat, suggest a dark color or say something like "you have a V neck bla bla bla shirt that fits you better". don't be rude and always think that one day, you're gonna be in his or her shoes, so, what would you want, a lie or the truth?

The answer you give depends greatly on how much their feelings matter to you. Is telling the truth worth the hurt you may cause? You already know the answer...look inside yourself.
