There is a guy here that won't stop staring at me.. then when I look at him he plays with his tounge ring. He does that whole middle school act of trying to talk about "cool" stuff around me to make himself look cool or get my attention! He drives me nuts!

I would do my best to ignore him. I'm sure once he figures out you are totally not interested, he'll stare elsewhere. You could catch him off guard too. While he's staring, you could ask something like "Do you need help with something?" or "Do I have something on my face?" If these subtle hints don't do the trick, you'll have to tell him his stares are unnerving and ask him to stop.
If you tell him to stop and he CONTINUES to stare, THEN he is harassing you. Ask your Human Resources Department for help if you can. It's their job to help employees with sensitive stuff like this. If you can't reach your human resources rep, tell your manager. I'd would be creeped out too!

Document the occurance and then discuss it with your supervisor, boss or his boss. If nothing is done about the situation and it keeps occuring, go to your HR dept and ask what is the company's policy on sexual harassment and/or creating a hostile work environment.

This is just immature chest thumping and puffing up his feathers to get your attention, so he can boost his own ego. You could have fun with it. Flatter him and tell him how attractive he is, but let him know your heart is already filled by someone else. He feels insecure so he is trying to boost himself by winning your attention. Compliment his ability with something and appreciate his effort with something. Give him a few bones to chew on. He will likely stop the chest-thumping if he feels that you have positive reagrd for him, and maybe even go away and try to win someone else over. You gotta admit, you are flattered, even if just a little bit, right? So pay it forward and throw him a bone, give him a little of you attention and admiration, but make the boundaries clear. This way he won't feel too rejected and want to get back at you. He can tell himself that you are already spoken for, and that's why you wouldn't go out with him. And you won't have to deal with him asking you out, either.

Tell him you don't like what he is doing and stop. Tell him you consider it a sexual advance. Then document the time and day you did it. The second he tries it again, file sexual harassment complaint. If they don't act immediately you will find yourself a rich woman in a civil lawsuit.

Confront him...walk right up to him and say something like "if you are trying to impress me, you're not" or "I'm not interested, so you can stop now". He'll stop...if he doesn't, tell your immediate supervisor as it is a form of harassment.
