Seriously, there are billions of gallons.
That must just totally destroy the water table of any town.
Do they ship it in?

Most of them have their own water treatment facilities and filtering systems. The water comes from the City, the same as what is in our faucets at home. They loose water due to evaporation, but all sources loose water due to this.

How is it a waste of water? Parks pay for the water just like anyone else. Some people water their grass every day. Some people wash their car five times a week. Some people take hour long showers or take baths in huge whirlpool tubs every day. What about swimming pools?

they do ship some water in but they do get most of the water from nearby cities. If water does evaporate there is more water being stored. think of a pool with a filter in it. the pool may sit in the sun for days at a time but it doesn't go down very much now does it?

Re-cycled, not filtered: the germs, diseases, coli, keep being passed on and on------Until the Health Department closes them down, usually only after a number of unnecessary deaths have been reluctantly reported.

I would like to add just one more thing.....

For the initial fill up they usually pay the fire department to come in and use their hoses to fill it up so it doesn't take years to fill it up.

you've got mail pretty much answered it.... nothing more to it, except that it is a COMPLETE waste of water...but thats just my personal opinion :P
