If it is the closest to a pound without going over then it would be a lb of dimes at a value of $19.90 to the lb quarter at $19.75 or otherwise.
Both equal $20.
quarter = 5.7g
dime = 2.27g
A pound is 453.6g
$20 of quarters = 456g

Dimes are lighter than quarter. However if a qaurter weighs less than 2.5 dimes, then a pound of quarters is WORTH more than a pound of dimes. If less, a pound of dimes are WORTH more.
