What pipes?

You can re-heat it with a torch and scrape it off easier than at room temperature. Also, pour acetone on it (available at either home depot, lowe's or any auto parts store) and it will dissolve it enough to take it off with a rag.

I would ride and get the pipes hot.
Try a cloth & wd40

Others have sworn by oven cleaner for boot scuffs and melted vinyl.

Soak a rag in acetone and place it on the stain. keep the rag soaked for 1/2 hour or so, then wipe the material away.

Some of that stuff will brush off , once its cold, because it doesn't stick to the slick chrome.

4/0 steel wool will clean chrome

Try cleaning it when your pipes are hot, It comes off much easier.

3m scouring pads, made from old soda bottles. they look like steel wool, but do not scratch. use on cool pipes. use wet with water; lots of water.
